Response Arrangements

A draft National Contingency Plan - ”Oil and HNS Preparedness and Response Rules 2009” - has been prepared. This is based on the Marine Pollution Preparedness and Response section of the Marine Environment Protection Act.

The Director General of the Department of Shipping would have overall responsibility for coordinating the response to an oil spill but may delegate these powers to the Coastguard, port authorities and local authorities.

In a major incident a National Emergency Response Centre (NERC) would be established within the Coastguard to direct and coordinate the response.

Shoreline cleaning outside port limits falls to the local authorities. A Divisional Environment Authority may be formed between affected authorities and designate the responsibility to coordinate the clean-up.

Response Policy

Although no specific policy is favoured within the National Plan, mechanical containment and recovery would be the preferred method of response, over dispersants, where possible.

Equipment

Government

Limited specialised equipment is available in Bangladesh. The Chittagong Port Authority (CPA) received a specialised vessel intended for use as an oily waste reception vessel in January 2010 which can also be used for oil spill combat within the port limits and adjacent waters. A limited stock of dispersant and other equipment is also held by the CPA. Patrol vessels are available from the Navy with aerial surveillance and ground-to-air communications provided by the Air force. The Bangladesh Petroleum Corporation will provide vessels for the storage of collected oil.

Private

There are no significant privately owned stocks of equipment in Bangladesh.

Previous Spill Experience

There have been no significant spills in Bangladesh waters.

Hazardous & Noxious Substances

No specific response arrangements are currently in place for HNS spills. Such incidents would be dealt with in a similar manner to oil spills.
