Response Arrangements

A provisional National Oil Spill Contingency Plan was developed by the Ministry of Environment in 2010. A copy is available on GIWACAF’s website https://www.giwacaf.net/en/countries/drc/noscp (in French).

The Democratic Republic of Congo is part of the GIWACAF project and activitely involved in its initiatives focused on strengthening national oil spill response capacities as well as transboundary response capabilities in west, central and southern Africa.

Response Policy

According to GIWACAF, a policy on the use of dispersants is in progress. A waste management policy has not yet been developed. There are currently no arrangements for transboundary cooperation, but in 2021 GIWACAF are launching a study on transboundary contingency planning with the overall objective of developing a tailored multilateral agreement between Angola, the Republic of Congo and DRC.

ITOPF does not have any specific details, but it would be expected that basic resources to combat spills would be available from the port, public works department, agricultural and commercial sources, as well as the petroleum industry operating in the country.

Previous Spill Experience

ITOPF is not aware of any major spills in DRC waters.
