Response Arrangements

The main organisations which have an interest in oil spill prevention and clean-up response are: the Office des Ports et Rades du Gabon (OPRAG); Marine Marchande; Direction des Hydrocarbures, Marine Nationale and Ministere de l'Enseignement Superieur de la Recherche Scientifique, de l'Environnement et de la Protection de la Nature. Although a draft oil spill contingency plan detailing the recommended roles of the above agencies was prepared by the International Maritime Organization in 1983, this has not been implemented.

Response Policy

The response capability of the oil industry is based on both chemical dispersants and mechanical recovery.

The government has few resources.

Private

Both Shell Gabon and Elf Gabon have clean-up resources in the Port Gentil/Cap Lopez area which are primarily intended for spills arising from their offshore oil production facilities and crude export terminals. 

Previous Spill Experience

There appear not to have been any major spills in Gabon waters.
