Response Arrangements

Tanzania’s National Marine Oil Spill Contingency Plan is currently under review (August 2008).  The Plan includes spill control and cleaning modes, methods of reporting oil spill incidents, the establishment of a response headquarters and the formation of national and regional response teams.  A project to develop a digital environmental sensitivity map of the country’s coastline is also underway.

The Tanzania Petroleum Development Corporation (TDPC) is closely involved in the design of oil spill contingency plans for all installations in the country.

BP Tanzania has developed contingency plans for the terminals at Mwanza, Mtwara, Bukoba, Kigoma and Tanga and for the Kurasini Oil Jetty and Single Buoy Mooring Point at Dar Es Salaam Harbour.

The National Environment Management Council (NEMC) was created in 1983 and has a co-ordinating role for all environmental matters.

At present, the overall responsibility for response to oil spills lies with the Tanzania Harbours Authority, which has jurisdiction over the major ports of the country, ie Dar Es Salaam, Mtwara and Tanga. Spill management and response is undertaken by the Harbour Master of the port where the spill occurs. However, the final responsibility lies with the harbourmaster of Dar Es Salaam. In case of a major spill, it is most probable that the harbourmaster would seek advice from NEMC and TDPC. 

Response Policy

Subject to the properties of the spilt oil and the local conditions at the spill site being favourable, dispersants may be used.  Further details of Tanzania’s response policy are not known.

Equipment

Government & Private

Very little specialised response equipment exists in Tanzania.  There is one small dispersant spray unit, which can be mounted on a 10 metre boat owned by the Tanzania Harbours Authority in Dar Es Salaam. 

There are no personnel trained in oil spill response. In the event of a protracted shoreline clean-up, the army would provide the main workforce supplemented by local manpower hired by the Harbours Authority. There is no privately operated equipment in Tanzania.es.

Previous Spill Experience

There do not appear to have been any major spills in Tanzanian waters.
