Response Arrangements

The Ministry of Petroleum of Angola and the oil industry operators in the country joined forces to develop a draft National Oil Spill Contingency Plan, with the assistance of the IMO and IPIECA.  A draft plan was agreed upon by all parties in 2000 and the document was then finalised at the Ministry of Petroleum level.  IMO assisted Angola in the drafting of a Project Implementation Plan, after consultation with various ministires and oil industry operators.  This document provided a framework for a plan of action with the objective of implementing the draft national Oil Spill Contingency Plan for Angola.  The National Contingency Plan against oil Spills on the Sea was approved by the Council of Ministers in 2008. 

Contingency plans have been developed by the operating oil companies for spills from their own facilities. 

Response Policy

The NCP includes the on-scene commander organisation and options for response with a policy for the use of dispersants.

The disposal of recovered oil and oiled debris will also be addressed during the drafting process. To date, waste from small spills has often been landfarmed.

Equipment

Government & Private

The Angolan government has no specialised equipment. The operating oil companies (BP, Chevron, ENI, Esso, ROC Oil and Total) have developed a mutual assistance agreement to allow the maximum use of their resources. This comprises vessel mounted dispersant spraying equipment, helicopter spray buckets and limited stocks of containment and recovery and temporary storage equipment. Shoreline cleaning equipment and vacuum trucks are also held.

Previous Spill Experience

There have been no major spills in Angolan waters.
