Response Arrangements
The Ministry of Defence, Office of Coast Guard Affairs is charged with the protection of coastal waters and fish resources, and is the focal point for organising spill response although it has no statutory responsibilities. The Bureau of Maritime Affairs, Liberian Petroleum Refining Corporation, Ministry of Lands, Mines and Energy, Ministry of Agriculture, Ministry of Health and the Ministry of Information may also play a response role. The Liberia Ports Authority is responsible for clean-up within the ports.
As far as ITOPF is aware, no contingency plan exists.
Response Policy
There is no official spill response policy. However, any response would involve manual clean-up of the varied coastline (rocky, sandy, with occasional marshland/mangrove) which is used for recreation.
Equipment
Government
No dedicated oil spill response equipment is held by government in Liberia. The Office of Coast Guard Affairs has six vessels available for marine duties which could be used for oil spill response. The Ministry of Defence, Air Reconnaissance Unit can provide aircraft for spill surveillance and monitoring.
Private
Mechanical and agricultural equipment suitable for beach cleaning, and labour, are available commercially. There are three oil terminals in Liberia, located at Monrovia (Liberian Petroleum Refining Company), Greenville (Texaco) and Harper (Mobil). Assistance in oil spill response may be available from these sources via their international links.
Previous Spill Experience
There do not appear to have been any major spills in Liberian waters.
