Philippine Coast Guard conducts inaugural national exercise with ITOPF contributing expertise

As part of ongoing efforts to strengthen regional response capability, ITOPF joined the Philippine Coast Guard Auxiliary’s (PCG) inaugural MARPOLEX 2025 event in Manila.

The exercise comprised a three-day programme dedicated to improving oil spill preparedness and coordination and featured a table-top exercise involving all regional PCG Commanders to test procedures and readiness.

ITOPF was represented by David Campion, who contributed through lectures on aerial surveillance, at-sea response, hazardous cargos and fuels, and claims and compensation.

It was a valuable opportunity for ITOPF to network with CG9 MEPCOM (Maritime Environmental Protection Command), reflect on developments within the National Oil Spill Contingency Plan (NOSCP), and meet district commanders. The event also brought together representatives from Bureau of Fisheries and Aquatic Resources (BFAR), Department of Environment and Natural Resources - Environmental Bureau (DENR-EMB), the Fire Service, and the Institute of Marine Science.

Following significant pollution events in recent years, including PRINCESS EMPRESS and TERRANOVA, the shared goal of enhancing capacity and preparedness remains critical. Collaboration between the PCG, national authorities, private response sector, and ITOPF is key to achieving effective response.
